Across North Carolina, mental patients are routinely languishing for days in emergency rooms ill-equipped to care for them, waiting for a bed to open at one of four state-run psychiatric hospitals.

Often, they pass the time handcuffed or sedated. Law-enforcement officers assigned to guard patients at community medical centers such as Grace Hospital in Morganton have occasionally resorted to using Tasers to shock them into submission.

Only about a third of adults who have tried to get a swine flu vaccine have been able to get it, according to a new national poll released November 6.

That is true even for people who are at extra risk for severe complications and should be at the front of the line. The numbers are about the same for parents who tried to get the vaccine for their children, the Harvard School of Public Health poll found.

After months of often bitter debate, European Union lawmakers reached agreement on how to preserve citizen’s rights to Internet access in a meeting that ended in the early hours of November 5.

The issue, which pits citizens’ civil liberties against the rights of content owners such as record and movie companies to protect creative works on the Internet, has blocked the passage of a wide range of laws collectively dubbed the telecoms package.

The U.S. Senate Judiciary Committee has approved two bills that would require organizations with data breaches to report them to potential victims. The Judiciary Committee on November 3 voted to approve both the Personal Data Privacy and Security Act and the Data Breach Notification Act by large majorities.

The U.S. government’s inability to count contractors on the battlefield risks the security of U.S. troops, the Wartime Contracting Commission said November 2 Without knowing who and how many contractors are on the battlefield, the government runs the risk that contractors hire foreign nationals without proper background checks.

The lack of an accurate count “makes the jobs of federal contract managers and auditors very difficult and invites waste, fraud, and abuse,” a co-chairman of the commission said.
